On Monday, October 14, a day of roundtables and conferences was organized on the theme of social innovation at the Pierre Mendès-France Conference Center in Bercy, with the participation of Muriel Pénicaud, Minister of Labor, and Agnès Pannetier-Runacher, Secretary of State to the Minister of Economy and Finance. This event, organized by FrenchImpact, the French State Procurement Directorate (DAE), and the Liberté Living Lab, provided an opportunity to present the drivers of investment in social and environmental innovations. 20191014
In the current context of the social and ecological emergency facing our society, all the stakeholders present—public authorities, local authorities, businesses, and civil society organizations—presented their commitment to these issues during several roundtables. The State Procurement Directorate also explained the three-year experiment launched in early 2019 to allow for exemptions from publication and competitive bidding requirements for innovative purchases under €100,000 excluding VAT. The implementation details are included in the DAE’s Practical Guide to Innovative Procurement.
