The “Step by Step” guide was developed by the Ecolab of the CGDD at the ministerial pole of Ecological Transition, Land Planning, Transport, City, and Housing. Addressing companies that offer eco-innovative solutions for local authorities, it clearly and accessibly presents public procurement of sustainable innovations.
The guide presents in its first part the mechanism – €100,000 excluding tax, a procedure allowing public actors to purchase innovative solutions. It supports companies at each step of the procurement process:
- identification of territories likely to be buyers of sustainable and innovative solutions;
- presentation of the eco-innovative solution developed by the company;
- launch of the contracting procedure – €100,000, step by step.
The second part of this guide decodes the different existing procurement procedures that allow local authorities to purchase eco-innovative solutions.
