This project aims to equip intercommunalities by providing them with a common set of indicators to facilitate the management of their transition in light of national objectives.
It starts with several observations
A need for tracking territorial contributions to the major national ecological transition objectives;
A lack of clarity in the available data, even though they can provide interesting benchmarks;
A lack of engineering in many territories to calculate these indicators and a gain in efficiency by doing so in a shared manner;
Many devices and tools offered by the State in the territories.
The territorial diagnostics that result aim to provide:
An understanding of the ecological state of a territory;
A decision-making aid for the implementation of public policies, trajectories, and projects;
A monitoring of these actions over time.
The intermediate milestones and identified targets are:
An initial inventory of relevant indicators with the qualification of their data sources, associated national objectives, and FNV levers;
An identification of existing tools and those to be implemented for the visualization of these indicators;
Understanding the needs and formalizing a user path adapted for elected officials and technical experts;
An improvement in coordination among various actors and tools.
This project is co-constructed by the Ministry of Ecological Transition, Biodiversity, Forestry, Sea, and Fisheries, the Ministry of Territorial Development and Decentralization, and the General Secretariat for Ecological Planning, within a framework of work involving the entire ministerial pole (Directorates General and operators), to facilitate the connection between the tools, devices, and teams in charge of “territories and data” aspects.
The decentralized services are integrated into the approach, due to their knowledge services and their privileged link with the territories.
Seven pilot territories are involved at the scale of the CRTE (contracts for recovery and ecological transition) to experiment with making the indicators available.
Many other territorial partners are already integrated into the project or are aimed to be in a co-construction process.
The projected milestones of the project
Finalization of the investigation phase with territories, including the launch of workshops in the territories with all stakeholders;
The establishment of thematic indicator referentials linked to territorial devices and the work of ecological planning territorialization;
Work on establishing standards and common best practices among actors proposing territorial indicators;
A structuring and homogenization of the indicators with an initial sharing in summer 2024.
